On August 3rd, the United States Environmental Protection Bureau issued the “clean power plan”, which established the first national level of carbon dioxide emission reduction program in the United States history. On November 18th, the plan was rejected by the U. S. congress. On December 19th, U.S. President Obama excused the presidential postponing right of denial ,therefore the “clean power plan” officially took into effect on December 22nd.
